Biography

Dr. Mansur Muhtar, OFR (born September 21, 1959), is a highly distinguished Nigerian economist and international civil servant with over three decades of experience in development finance, sovereign debt management, and public policy. As of early 2026, he serves as the Chairman of the Board of the Bank of Industry (BOI), Nigeria’s premier development finance institution, following his appointment by President Bola Tinubu in September 2024. Throughout his career, Dr. Muhtar has held several high-level positions both domestically and internationally. He served as Nigeria’s Minister of Finance and Chairman of the National Economic Management Team (2008–2010), and as the Director-General of the Debt Management Office (DMO) from 2003 to 2007, where he played a pivotal role in securing Nigeria’s historic debt relief from the Paris and London Clubs. On the global stage, he has served as the Vice-President (Country Programs) at the Islamic Development Bank (IsDB) in Jeddah and as an Executive Director on the Board of the World Bank Group.  Educated at King’s College, Lagos, Dr. Muhtar earned a B.Sc. in Economics from Ahmadu Bello University (ABU), Zaria, followed by a Master’s from the University of Cambridge and a PhD in Economics from the University of Sussex. He is a recipient of the Nigerian National Honor, Officer of the Federal Republic (OFR), in recognition of his contributions to national economic development and his leadership in various global intergovernmental committees on sustainable finance.
